Eligibility Criteria for a scheme
- First, the applicants must be permanent residents of the Sikkim state.
- All the beneficiaries must be SSC/COI/RC holders.
- Even the beneficiary should not own a pakka house either in his or her name in any part of India.
- The candidates should not obtain the advantages of any other housing scheme which is implemented by the government of India or the Government of Sikkim.
- And the annual income of the household of the applicants must not be more than Rs 6 lakh.
- The beneficiary family should not have a regular government employee.
- The applicant is required to submit a self-declaration affidavit sworn before a licensed oath commissioner declaring his or her eligibility to avail of benefits under the scheme.

Why Launch Of Sikkim Garib Awas Yojana?
- The honorable Chief Minister of the Sikkim Shri Prem Singh Tamang has initiated Sikkim Garib Awas Scheme.
- And this has been inaugurated from the Manan Kendra on 8 October 2023.
- This project was controlled by the Rural Development department, the government of Sikkim.
- By starting this scheme, 1 beneficiary from every 32 constituencies will get the pakka house for living.
- House will be a single-story RCC structure.
- 100 beneficiaries from each constituency will be benefited under the scheme.
- The government is going to build the house at an estimated cost of Rs 1751000 per household.
- 400 beneficiaries from each constituency will be provided house up-gradation of Rs 50000.
- Rs 20000 will be provided in the first phase and the remaining amount will be provided in the second phase.
- All the eligible Candidates will avail the benefits of the house which will improve the quality of life of the citizens.
- Other than that one beneficiary each from 32 constituencies was also handed over allotment orders for GCI sheets.
- With the help of this scheme, the state government will also provide 30 GCI sheets to 100 beneficiaries from all 32 constituencies.

2000 Shelter Covered under the Garib Awas Yojana

- Approximately a hundred houses have been allocated in 32 districts to date.
- A total of 2100 Sikkim Garib Awas Yojana houses have been completed
- So, nearly 8 house keys for newly constructed houses in Padang kamarey district have been handed over on 21st May 2023.
- And the mentioned GPU has received 16 Sikkim Garib awas houses out of which 13 have been completed so far and the keys of 8 house owners are handed over.
Sikkim Garib Awas Yojana – Coverage
- Still, the statutory towns as per the census of 2011 will be covered under this scheme.
- In this case, when there is no adult female member in the family then the house can be in the name of the male member of the house.
- All the given houses that will be made or taken in this scheme must be under the name of the female head of the family or in the joint name of the male head of the household and his wife.
- The included of name of a female head of the household shall be ensured by valid registered title or ownership documents.
How to Selection of Beneficiary and Approval?
- For this scheme, the state-level approval and monitoring committee will be declared by the Government.
- Now, this committee will approve the list of the Beneficiary’s applicants which will be authorized by a municipal-level screening committee.
- So the term of reference of the state-level monitoring and approval committee will be mentioned under the notification.
- And the member secretary can co-opt any office from his or her office whose presence is required for the beneficiary selection process.

1. Individual house construction:-
- With the contractor selected after the transparent bidding process, the Sikkim govt is going to make an all-weather house for the beneficiary.
- Now the beneficiary must have private land in the municipal area which should be free from all encumbrances.
- And the title action of the land should be in the same of the beneficiary recorded as the primary holder or the secondary holder.
- Each house must be constructed as per the approved house design and prescribed standard.
- The blueprint plan of the house may be taken over to the beneficiary.
- But the house can only be passed down to the legal heir.
- Any vertical or horizontal addition to the house constructed as a measure of incremental housing should be done as per the structure design of the house and after taking the permission of the government
2. Social Housing Flats
- With the contractor selected after the transparent bidding process, the Sikkim govt is going to make an all-weather house for the beneficiary.
- Despite that, for SSC/COI/RC holders, the beneficiary should be a voter of the specified municipal area in which the Group Housing apartments will be constructed.
- After that, these apartments are going to construct as per the designs and prescribed standards.
- A beneficiary is unable to alter or modify the design of the house or flat without taking permission from the government.
- So the flats will be given to the beneficiaries on a long-term lease as per the existing law.
- But the beneficiaries cannot rent out or sold the flat to a third party.
- The flats can only be passed down to the legal heir
3. Standalone Flats
- These flats will be constructed according to the approved design and prescribed standards.
- All the beneficiaries cannot alter or modify the design of the flat without any permission.
- So the flats will be given to the beneficiaries on a long-term lease basis.
- You can only be passed down these flats by the legal hier.
- Despite that, you cannot rent out or sold the flat to a third party.
4. The Shelter For Houseless Household
- Under this scheme, the govt is also planning to make a shelter for the houseless households which may or may not be a part of the Group Housing complex.
- As per the category, there will be no individual beneficiaries as these shelters will accommodate all those beneficiaries who belong to the houseless household category.
- So these shelters will be designed to accommodate female and male members’ dining facilities and other such facilities as prescribed by the government.
